REGULAR MEETING DEC. 17, 2007
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 12/3/07.
Selectman Charette seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
PRESENT TO SPEAK
Stuart Cobb, Emergency Management Director, was present to discuss a resolution that is required as one of the conditions of the EMPG State and Local Assistance Application Package. The Town could receive up to $3,000 from this.
FIRST SELECTMAN ELDREDGE MOVED THAT THE BOARD APPROVE THE FOLLOWING RESOLUTION:
RESOLVED: THAT THE FIRST SELECTMAN, MICHAEL ELDREDGE, BE AND HEREBY IS AUTHORIZED TO ACT ON BEHALF OF THE TOWN OF WILLINGTON IN EXECUTING A MEMORANDUM OF UNDERSTANDING WITH THE STATE OF CONNECTICUT, DEPARTMENT OF EMERGENCY MANAGEMENT AND HOMELAND SECURITY, FOR PARTICIPATION IN THE FY 2008 EMERGENCY MANAGEMENT PERFORMANCE GRANT PROGRAM.
Selectman Palmer seconded the motion.

Lynn asked Stuart how will we handle fuel for the generator at Hall School? Stuart commented we will have to call someone in. I don’t think Town personnel would have the time to do that. This would be a good expense for the program. Lynn commented she will set up the fuel pump.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn Nicholls commented we had the Parking and Snow Removal Ordinance put on the website. Lynn keeps copies of the ordinance in her vehicle to hand out when she finds vehicles on the road. There were many cars parked on the road in front of Willington Oaks, the plow could not get through. The same thing is happening on

St. Moritz Circle and Village St. Lynn takes the license plate number and leaves the ordinance. Lynn commented we replace the mailbox if we hit it but the post can’t be replaced in the winter. Discussion on GASB followed. Karl Acimovic is getting the cost on everything and Lynn and Val are putting it on spreadsheets. Lynn commented with the snowstorms she has 78 hours of comp. time and can’t use it all within one month since she is so pressed for time. First Selectman Eldredge commented we will sit down and discuss this. Lynn commented GASB should be ready by Dec. 31st. with Karl’s help.
ASSESSOR’S RESIGNATION
FIRST SELECTMAN ELDREDGE MOVED TO ACCEPT THE RESIGNATION OF NICOLE LINTEREUR AS ASSESSOR, WITH REGRETS.
Selectman Charette seconded the motion.

APPOINT ASSESSOR
FIRST SELECTMAN ELDREDGE MOVED TO APPOINT MARY HUDA AS ASSESSOR FOR THE TOWN OF WILLINGTON TO FILL THE REMAINDER OF NICOLE LINTEREUR’S TERM. APPOINTMENT EFFECTIVE DECEMBER 17, 2007 TO JUNE 30, 2008.
Selectman Palmer seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
BIRMINGHAM UTILITIES AGREEMENT
First Selectman Eldredge commented the Town Attorney reviewed this agreement; it is the Main Extension Regulations Refundable Advance Payment Plan and is for the water main from Depot Road to Hall School.
FIRST SELECTMAN ELDREDGE MOVED THAT WE ENTER INTO THE AGREEMENT WITH BIRMINGHAM UTILITIES FOR THE WATER MAIN EXTENSION FROM DEPOT ROAD TO HALL SCHOOL
Selectman Palmer seconded the motion.

Stuart Cobb commented the Fire Dept. is concerned with who is maintaining the fire hydrants and to what standards. How often are they tested? The insurance company will give credits if they are tested to standard; it
could be that BU would not let us use them. We need to have all this in writing. First Selectman Eldredge commented we have an agreement with BU that you can use the hydrants. Discussion on this followed. Stuart asked could you get it in writing from BU or DPUC what the standards and requirements are for the hydrants and if the monthly fee includes flushing the main and hydrants? Discussion followed on this and the system flow that must be tested periodically. Stuart asked is there an operational agreement with BU? First Selectman Eldredge commented we will ask BU what they will do and what the DPUC requirements are. Selectman Palmer commented they must have to do the same things for Senior Housing. Stuart commented we need to have all this in writing.

FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT TIMOTHY BLAUVELT AS AN ALTERNATE MEMBER OF THE HISTORIC DISTRICT COMMISSION, TERM 1/1/08 TO 1/1/11.

FIRST SELECTMAN ELDREDGE MOVED TO ADD SENIOR HOUSING WATER SYSTEM BUDGET TO THE AGENDA.
Selectman Charette seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) O NO
First Selectman Eldredge commented we need to look at these budget numbers for the water system and septic system for Senior Housing. ASHOW should have them also, we should bill the operation cost to ASHOW. Karl Acimovic will handle the septic reports for DEP. We own the system and should charge each unit the rates set by DPUC. This money will be put aside for maintenance and repairs; it could go into a utility fund. We contract with BU for operations so testing is done by BU. They will bill the Town, we pay them and bill ASHOW. The 1st 7 months is an estimate and then we will have a better idea of the figures.

Lynn commented Linda & Walt West take care of the Christmas lights on the tree on the Green. We should send a thank you note to them. First Selectman Eldredge commented we should thank Jim Harvey also for fixing the timer.
